Both the main opposition APC party – led by Dr Samura Kamara, and the government of Sierra Leone – represented at the mediation talks by the government’s chief minister David Sengeh, have today signed an historical agreement to end the post–election conflict that has been threatening to cripple the country, since the declaration of President Bio as winner of the Presidential election in July.
The agreement by both parties does not include a resolution to conduct a re-run of the elections, nor the publication of all polling stations results as previously demanded by the main opposition APC. This will no doubt cause anger among supporters and members of the APC.
While the agreement recognises the demands made by the APC, for example – the resignation of the Chief Electoral Commissioner and all regional Commissioners, it remains to be seen whether this will be among the key changes to be announced soon by President Bio.
Other key agreements reached by the APC and the government include the backpayment of salaries and other financial loss suffered by all elected APC members of parliament, councillors, Mayors and council chairpersons following their decision to boycott governance.
In return for the government’s decision to accept the demands of the APC as listed in the agreement, all elected APC politicians will return to parliament and local councils.
Commenting on the resolutions reached by the government and the APC today, the US Embassy in Sierra Leone said: “The Embassy of the United States of America applauds the Government of Sierra Leone and the All People’s Congress Party for their leadership and courage in signing the Agreement for National Unity.
“We appreciate and recognize the work undertaken by mediators from the African Union, the Commonwealth of Nations, and the Economic Community of West African States, which was vital in bridging differences and advancing dialogue.
“This landmark agreement represents a critical step on Sierra Leone’s democratic journey. The decision of the leadership of the All People’s Congress to take up its elected seats in national and local government institutions will ensure a robust and constructive opposition voice in these bodies and help ensure that they take into account the interests of all Sierra Leoneans as they carry out their important work.
“The parties’ agreement to form a commission to review the conduct and results of the June 2023 multi-tier elections offers an important opportunity to address long-standing institutional challenges to free, fair, and credible elections.
“The United States Embassy applauds the decision to form a joint, inclusive leadership for this commission and to ensure that its work includes a focus both on the results tabulation process and the conduct of the Election Commission of Sierra Leone.
“We stand ready to support the critical work of the commission and hope that it will be carried out in a spirit of inclusion, unity of purpose, and transparency.
“The United States Embassy recognizes that this agreement represents but a first step in the process of rebuilding trust, promoting national cohesion, and strengthening democracy in Sierra Leone. For this process to advance, leaders of all political parties will need to ensure that the Agreement on National Unity is implemented rapidly and fully — in letter and in spirit. AN AGREEMENT FOR NATIONAL UNITY
PREAMBLE
- WELCOMING THE THREE-DAY MEDIATED DIALOGUE BETWEEN THE GOVERNMENT OF SIERRA LEONE AND THE ALL PEOPLES CONGRESS PARTY (APC) (HEREIN AFTER REFERRED TO AS THE PARTIES), TO ADDRESS THE POLITICAL IMPASSE POST THE JUNE 24TH 2023 MULTI-TIER ELECTIONS;
- THANKING THE MEDIATORS OF THE DIALOGUE – AFRICAN UNION, ECOWAS, THE COMMONWEALTH, AND THE INDEPENDENT COMMISSION FOR PEACE AND NATIONAL COHESION FOR THEIR EFFORT TO BRING THE PARTIES TOGETHER.
- NOTING THAT THE LAWS OF THE REPUBLIC OF SIERRA LEONE, ESPECIALLY THE CONSTITUTION OF SIERRA LEONE (ACT 6 1991) ARE SACROSANCT.
- GIVEN THAT THE PARTIES TO THE MEDIATED DIALOGUE – NOTE RECORDS OF CASES FILED IN THE SUPREME COURT AGAINST THE ELECTORAL COMMISSION FOR SIERRA LEONE, ECSL;

- THE APC PARTY ACKNOWLEDGES THE RELEVANCE OF SECTION 2(1) OF THE RIGHT TO ACCESS INFORMATION ACT 2013;
- NOTING THAT NO INDIVIDUAL OR CANDIDATE WHO PARTICIPATED IN THE JUNE 24, 2023 ELECTIONS CHALLENGED THE GAZETTED RESULTS (20TH JULY 2023) IN COURT;
RESOLUTIONS
THE PARTIES RESOLVED THE FOLLOWING:
- HIS EXCELLENCY THE PRESIDENT TO MAKE A NATIONAL ADDRESS ON DIALOGUE, UNITY, COHESION, AND PEACE
- THE APC WILL END ITS “NON-PARTICIPATION IN GOVERNANCE”
- HIS EXCELLENCY THE PRESIDENT IN CONSULTATION WITH THE APC, WILL CONSTITUTE A CROSS PARTY COMMITTEE ON ELECTORAL SYSTEMS AND MANAGEMENT BODIES REVIEW WITH A THREE-WAY LEADERSHIP NOMINATED BY THE GOVERNMENT OF SIERRA LEONE, THE APC, AND DEVELOPMENT PARTNERS. THIS BODY WILL EXAMINE THE ELECTORAL SYSTEMS, STRUCTURES AND PROCESSES OF THE 2023 MULTI-TIER ELECTORAL CYCLE. THE COMMITTEE WILL ALSO BE INFORMED BY PREVIOUS ELECTIONS WITH A VIEW TO HIGHLIGHTING AND ADDRESSING THE CONTINUOUS ISSUES OF ELECTIONS AND RESULTS MANAGEMENT INCLUDING THE COLLATION, VERIFICATION, AUTHENTICATION AND PUBLISHING OF ELECTORAL DATA CONSISTENT WITH INTERNATIONAL BEST PRACTICE TO ENHANCE THE CREDIBILITY OF ALL FUTURE ELECTIONS IN SIERRA LEONE THAT GUARANTEES ELECTIONS TO BE FREE, FAIR AND CREDIBLE.
- THE TERMS OF REFERENCE WILL BE DEVELOPED UNDER THE JOINT LEADERSHIP OF THE COMMITTEE WITHIN 30 DAYS.
- THE DURATION OF THE COMMITTEE WILL BE 6 MONTHS FROM THE DATE OF ESTABLISHMENT.
- THE RECOMMENDATIONS FROM THE COMMITTEE SHALL BE ACTIONABLE AND IMPLEMENTABLE.
- THE COMMITTEE WILL BE GENDER-BALALNCED
THE PARTIES TO THE DIALOGUE AGREE TO THE FOLLOWING:
- RELEASE OF ANY PERSONS ARRESTED, DETAINED AND OR IMPRISONED FOR ALLEGED ELECTIONS AND CIVIL PROTEST (INFORMED BY A LIST TO BE SUBMITTED BY THE APC AND OTHER POLITICAL PARTIES, AND CONSIDERED BY THE GOVERNMENT OF SIERRA LEONE).
- THE DISCONTINUATION OF ANY POLITICALLY MOTIVATED COURT CASES AGAINST THE APC, OTHER PARTIES AND THEIR SUPPORTERS (BASED ON A LIST TO BE SUBMITTED BY THE APC AND OTHER PARTIES AND CONSIDERED BY THE GOVERNMENT OF SIERRA LEONE).
- SUPPORT THE RESETTLEMENT OF ANY POLITICAL PARTY SUPPORTERS INTERNALLY AND EXTERNALLY DISPLACED DUE TO POLITICAL INTIMIDATION, ATTACKS, AND HARASSMENT (INFORMED BY A LIST TO BE SUBMITTED BY THE APC AND OTHER PARTIES AND CONSIDERED BY THE GOVERNMENT) AS SOON AS POSSIBLE.
- THAT UPON ASSUMPTION OF THEIR ELECTIVE GOVERNANCE POSITIONS, ALL ELECTED APC OFFICIALS (MEMBERS OF PARLIAMENT, MAYORS, CHAIRPERSONS, COUNCILLORS) WILL HAVE THE ISSUE REGARDING THEIR ENTITLEMENTS ADDRESSED ACCORDINGLY BY THE APPROPRIATE INSTITUTIONS.
- PARLIAMENT TO ADDRESS ANY ISSUES AS IT RELATES TO THE LEADERSHIP, COMPOSITION OF COMMITTEES AND REPRESENTATION IN INTERNATIONAL PARLIAMENTS ON BEHALF OF APC (THE COMPOSITION OF COMMITTEES AND INTERNATIONAL PARLIAMENTS MUST REFLECT APC’S SHARE OF SEATS IN ACCORDANCE WITH THE CONSTITUTION OF SIERRA LEONE).
- BOTH PARTIES AGREE TO THE INSTITUTIONALISATION OF AN INTER-PARTY DIALOGUE FRAMEWORK BETWEEN THE APC, SLPP, AND OTHER POLITICAL PARTIES. THIS WILL BE FACILITATED BY THE GOVERNMENT.
- BOTH PARTIES COMMIT TO RE-ENGINEER AND REKINDLE THE RELATIONSHIPS WITHIN THE NATIONAL SOCIO-POLITICAL ECO-SYSTEM SUCH AS BETWEEN HIS EXCELLENCY THE PRESIDENT AND FORMER POLITICAL LEADERS (FORMER PRESIDENTS AND VICE PRESIDENTS), THE APC AND SLPP LEADERSHIP, ETC.
- THE GOVERNMENT OF SIERRA LEONE AND THE APC PARTY STRICTLY CONDEMN ALL CITIZENS AT HOME AND ABROAD WHO INCITE VIOLENCE, SPREAD HATE SPEECH AND DISRUPT NATIONAL COHESION (ONLINE AND OFFLINE) AND GOVERNMENT WILL CONTINUE ALL EFFORTS TO BRING THOSE INVOLVED TO JUSTICE.
- THERE SHALL BE ACTIONS AND COMMITMENTS BY THE PARTIES TO IMPLEMENT THE AGREEMENTS REACHED DURING THIS MEDIATED DIALOGUE.
TO THIS END, THE GOVERNMENT OF SIERRA LEONE AND THE APC PARTY COMMIT TO THE ESTABLISHMENT OF AN INDEPENDENT COMMITTEE OF ‘MORAL GUARANTORS’ WHOSE MEMBERSHIP SHALL BE AGREED BY THE PARTIES TO SUPPORT AND MONITOR THE IMPLEMENTATION OF THIS AGREEMENT.

Fortunately,” Gbassay” is now responsible for addressing the problems of the basic necessities of our citizens (food security, water and energy) for the next five years. Let’s hope and pray that he will succeed, which will be a success for “MAMA SALONE “.

Alusine Fallay, I am the calmest person you could ever find anywhere, I don’t even like loud music,let alone scenes where people have to yell to be heard.
The difference between us is that you fight for the smaller entities called Bio and SLPP, whereas I fight for the bigger entity called Sierra Leone. You get agitated easily, which is never good, in that it subjugates our innate abilities; we become parochial in thought. Sierra Leone needs educated people like you to be objectively analytical in order to extricate her from the satanic behaviour of the two major political parties . The absence of farsightedness in your mannerisms on grounds of tribe and region are the key reasons why our dear country is stuck in the doldrums.
Take another look at the video of the first round of the dialogue. Samura ran rings around Sengeh, calling the SLPP Government “illegitimate”, hence my statement that Samura was landing one punch after the other. As it has turned out he was not real, he was a character whose script was to look tough in public to hide the fact that he had already capitulated behind the scenes to further reveal the wimp in him. The only thing worth mentioning about Sengeh’s first round performance was his claim of being Samura’s nephew by marriage – everything else was off target.
Ali Bongo was deposed for the same factors that exist in our country right now – extreme poverty, rigged elections, repression, corruption, killing of political opponents. It’s immoral to wish ill health on anyone, but note how the end of Bongo came : at a time when he was sick, following a stroke he had. He was reduced to asking people to make a lot of noise on his behalf. The response of his own people was to carry the soldiers who kicked him out shoulder high, women hugged them tightly. I don’t make noise for Bongo and Gabon, I make noise for my Sierra Leone, ONLY THE ALMIGHTY ALLAH CAN STOP ME FROM DOING THAT.
Please spare a thought for those Maada has killed. If they were related to you how would you feel? Or you don’t care because they were northerners. Let me tell you something Alusine: the blood of some people cannot be spilled with impunity. Have you ever heard of Divine or retributive justice? If you find this unbelievable, try to find out what happened to all those who played a role in the execution of Dr M S Forna and fourteen others, starting from the judge who passed the death sentence. Bio abolished the death penalty because he found it a waste of time – why not just send demented soldiers in to swiftly do the job?
The Supreme Court has no judges but political activists. Search your conscience and answer this question: with The Supreme Court dominated by Bio appointees how do you propose they would rule if APC took their case to them?

I will advise you to CALM DOWN. I understand that you are trying to follow the request of former President Ali Bongo of Gabon to “Make noise “. I personally believe that our nation should outsource most APC members and sympathizers to Gabon as India usually outsource their Information Technology (IT) citizens to the United States. Hopefully, that will help boost our economy during this difficult economic times.
This dialogue has nothing to do with the outcome of the election which has been clearly stated that no one contested the election results in the Supreme Court, that is the only venue to address election disputes based on our constitution.
President Bio has been duly elected for the next five years which was announced by the Chief Electoral Commissioner who is mandated by the constitution , and has been signed, sealed and delivered by the main opposition leader Samura Kamara in this AGREEMENT.

Those of us who are neither APC nor SLPP, but quite simply on the side of truth and remarkable overall progress, are ecstatic about the dialogue/mediation that has started. The immediate consequence of the exercise should be the lesson that never again will the local and international community accept fraudulent elections. We are into the dizzying phase of human development where nothing remains hidden anymore, technology has entered even our bedroom. If Bio gets to know what Western intelligence services know about him he will have a heart attack.
I watched the opening of the dialogue. It was a disaster for SLPP, represented by chief minister Sengeh. Samura Kamara delivered one devastating blow after another. If it were a boxing match the referee would have had to step in to save the life of Moinina Sengeh/SLPP. Only at the very end of his presentation that Sengeh mentioned anything about the purpose of the dialogue/mediation: the production of the real results of the elections. The man was quite simply in a tangential mode in an effort to fool and divert the attention of the mediators. A court of law would have thrown out his case notwithstanding his being the nephew of Samura Kamara’s wife. Bio must be a worried man even though there were toadies in the hall clapping for Sengeh.
I felt compelled to come in a second time to emphasise or restate certain points. Firstly, Sengeh and SLPP have made Samura Kamara to look like a sissy, a fool, a coward (like Earnest Koroma) and easily manipulated. The moment word broke of his secret meeting with Bio a significant number of Sierra Leoneans concluded that the so-called dialogue would be a comedy show (a farce), with Samura being the leading character. What a demeaning role for a man who claims to hold a PhD? He has only one thing left : hang up his political boxing gloves (if he had any) and disappear into the sunset together with those who were in tandem with him.
Secondly the American Ambassador, Mr Hunt, should not allow himself to be hoodwinked by Bio and his gang into making representation to his Government for the release of the millennium challenge funds ($400m). Bio never fulfilled all the criteria – principally the conduct of non-fraudulent elections. America must tell the diminutive Bio that no one, just no one, plays with its democratic principles.
The European Union (EU) and Britain, who were represented at the elections should take measures to impress upon Bio their displeasure about his conduct. If they allow Bio to get away with the cavalier way he has treated them then they cannot convince us about their democratic principles, which have largely kept much of Europe quiet since the end of World War Two.
The International Monetary Fund (IMF), The International Bank for Reconstruction and Development (World Bank) and their affiliates should take a dim look at the Bio Government to make them understand that they exist to help serious and responsible governments who are capable of framing sound economic policies in an atmosphere of political stability.
Weak Samura Kamara never brought up the the subject of those Maada has killed during the dialogue ,including that of the retired nurse in his party office under the command of Bio. The International Criminal Court (ICC) should come through for the victims to create many no-fly zones for Bio. For the first time Bio should be made to understand what Vicarious Liability means. Adolf Hitler never directly killed anybody, but under Vicarious Liability he would have been convicted at the Nuremberg Trials had he been captured alive. He narrowly escaped the clutches of the Russians by committing suicide.

A point of correction here, if I may. The APC and SLPP’s stranglehold on the affairs of Sierra Leone as an independent and sovereign country does not seem to me to ‘come and go’.
This ruinous duopolistic hold is rather a permanent condition, indeed a defining feature of our country. As far as both political parties are concerned, their interests always come first.
The two parties consider themselves to be Sierra Leone. Godlike, they alone determine what the country is and how it is run. Simply put, Sierra Leone is their play thing.
Yes, there is something dispiritingly ETERNAL and ETERNALLY dispiriting about APC and SLPP’s duopolistic governance of Sierra Leone.
“People don’t grow old, when they stop growing they become old”. It is ideal to not that we learn each day from every incidence that unfolds. This is what makes us stronger. The stronger you are, the younger you become.
Dialogue is a pathway to a peace process. And peace is the longitivity of life.
Sierra Leone is finished for the foreseeable future, a continuation of the trend which dates back decades, which has stifled economic and social development to make us, perhaps, the least respected nation in Africa – may be the entire world. We shall forever ignominiously depend on the outside world for our daily existence – economically, politically, socially and more. Were we cursed by the Almighty somewhere in our history for something we did or didn’t do?
The communique signed by SLPP and APC Is worth noting. A cursory look at it reveals a painfully nebulous Samura Kamara and APC gaining nothing from the dialogue; if anything SLPP monopolised everything to make Samura Kamara and APC appear brainless and weak.
Nearly every sentence in the communique leaves every implementation of the proposals or requests put forward by APC at the discretion of Bio and his gang. What a humiliation? Where did Samura have his head situated?
Even the release of political prisoners is at the discretion of Bio. No mention was/is made of compensating families for the extrajudicial massacre of their loved ones by Bio, let alone the illegal suspension of civil servants like Auditor-General, Lara Taylor/Pearce and her deputy because of the suspicion that they had APC sympathies.Their only crime was that they were doing their job professionally.
What seems like a resolution of the political impasse is in fact another pillar for instability in the future when roles are reversed, and APC put up the same obnoxious behaviour . The ultimate victims will again be the populace, who are not sensible enough to realise that they are nothing more than a political pawn, a football to be kicked around at will.
Although the American Ambassador has commended the outcome of the dialogue ,it should not denote a shift in the US Government’s position not to release the millennium challenge funds of $400 million until 2028 when it is hoped that non-fraudulent elections will be held. This should teach Bio the lesson that when it comes to democratic values the US Government doesn’t know the meaning of compromise. Of course the US can help here and there to continue showing the people of Sierra Leone that they are still friends with them.
One of the consequences of the absence of the $400 million is the grounding of Bio – the skies have noted his absence; his absence will be more noticeable if ICC indicts him for crimes against humanity. The only blessing which may come out of dwindled foreign aid is that Bio and his so-called economists (J J Saffa included) to come up with original thinking for our abundant natural resources to work for us at last.
Sierra Leoneans have this tendency to invoke the presence of the Almighty to solve their everyday problems which they create themselves. They never ask themselves this invaluable question: why did the Almighty give them their brains and senses for free, which other nations have taken advantage of to develop themselves .The “God go fet for we” syndrome has taken all over our entire being.
Your statement is based on the premises that the elders in the APC party have any morals or ethics. A close look at the agreement shows that they are a bunch of corrupt self-serving unprintable. The agreement is all about them. Some points that could have been raised. Compensation for those killed, such as Evangelist Samson and the poor nurse in the HQ, Compensation for party supporters whose premises were destroyed in the southeast. Reform of the police. Reinstatement of the auditor woman.
They are as useless as Kandeh Yumkella and a lot of brown envelopes have been passed around. However, the long term effect will be the absence of their party from the corridors of power for the next 2 or 3 elections at least.
Will Bio and his regime keep their own side of the political bargain? I will not hold my breath for a single second given their propensity for obfuscation and skulduggery.
You have to wonder whether Dr Samura Kamara and his party’s strategy of protracted non-cooperation with the regime in power has in the end yielded any acceptable and worthwhile dividend for the people of Sierra Leone. Have the APC and its leader not simply caved in? Is that much hyped strategy of theirs not just hot air? A futile and empty gesture? A case of pointless gesticulation? A damp squib?
In the final analysis, fhe lesson to drawn is this: in Sierra Leone as elsewhere in Africa, those who possess the instruments of violence and coercive control always win political skirmishes, battles and, ultimately, wars.
A tear for our country and continent.
Once you are sussed out to be a weakling, you will always be outmanoevered, outsmarted, outfought and beaten up to a pulp. A gentleman and a politician are strange bedfellows. Samura Kamara and his ilk appear to have more God in them than a fighting spirit. It seems the APC politicians are more self-interested in having back their missed salaries and having their pending court cases dismissed to safeguard their parochial motives and motivations than recovering the stolen votes and restoring the hijacked franchise and agency of the Sierra Leonean voter.
The ongoing election results tabulation in our backyard-Liberia- clearly shows that no incumbent President in West Africa is capable of obtaining a 50% mandate in a first round of polling amidst the acute and elend suffering of their populations.
We all know that Samura sneaked in and possibly snitched on his Executive to hold a private meeting with Bio prior to this so-called dialogue. If only one could squeeze out of him like blood out of a stone what they discussed, that gentleman’s agreement between them will be not much different from what has been announced in this communique.
The issue here for me is not about Bio, Samura, SLPP or APC. I do not care a monkey about them. The high stakes is whether the Sierra Leone people really have agency. Who is to stop every other party in every other election cycle to do a Konneh by plucking numbers out of thin air and have what the EU Observer team euphemistically describe as a statistical anomaly?
Arriving at a number of 56.17 at 60% and 100% of votes count is certainly a statistical aberration. Until Konneh comes out clean or sings and admit to his guilt, face the music to deter the next Electoral Commissioner copycat and leave it to the Sierra Leone people to decide whether Bio keeps his loot or not, I do not see any closure in this outrageous and shameful shenanigans and saga.
If there is no admission of guilt and at least a Mea Culpa as a minimum for this electoral injustice and precedent, I am afraid, the vicious circle of bad governance and economic mismanagement as well as the deepening and widening demographic fault lines of this small but beautiful country will continue to be perpetual with no break in sight.
I thought confession always comes first before redemption. The latest events-it seems- is just another iteration of our chequered history. The dream of our founding fathers in 1961 to see a decolonized and independent Sierra Leone that will take its rightful place, standing tall and shoulder to shoulder with other free and prosperous nations predicated upon unity, freedom and justice as etched in the country’s coat of arms appears now to be illusory and mirage-like.
Glory be to the most High God for such an amazing dialogue.
Bravo to both parties.
Unity is strength for divided we fall together we stand
The just concluded 3 day-dialogue between the APC party and the Bio led SLPP govt may be seen as a small step,but if the exercise was done for the good purpose of national cohesion for our common good, then kudos to all the people across party lines who worked hard to let this happen. Surely,their effort and brevity should be seen as the symbolic touch that will light and energize our path to recovery, comparable to other once conflict stricken nations like Rwanda,Zimbabwe and Angola, to name but a few.
Sierra Leoneans at home and abroad are fed up with conflict emanated by partisan politics.Permit me to speak for all Sierra Leoneans to “give peace a chance” so that we can be seen to have taken the right step that will earn Sierra Leone the admiration, worthy of emulation. I stand to be corrected.
